Soliman supports sanctions on youth offenders' parents

MANILA -- Social Welfare and Development Secretary Dinky Soliman on Thursday said it remains the primary responsibility of parents to look after their children.

This, after several issues about the safety of children were raised, including a curfew being imposed in Mandaluyong City on minors and the death of a toddler who fell from an elevator in a mall.

In an interview with DZMM, Soliman cited Hillary Clinton's statement that "it takes a village to raise a child."

"Isang komunidad ang pagpapalaki ng bata pero hindi inaalis na ang pangunahing responsibilidad ay nasa magulang," Soliman said.

According to Soliman, she is supporting the move of Marikina and Quezon cities in replicating the ordinance implemented by Mandaluyong, which imposes sanctions on parents of children who violate the measure.

"Sinusuportahan ko yung ganoon na pagpapa-alala sa ating mga magulang. Sa katunayan, iyan ay parang isang informal na usapan sa Makati na pag 3 beses nakuha ang bata sa lansangan, 'di na namin isosoli dahil maliwanag na hindi kayang alagaan ng magulang," Soliman said.

Soliman said there are exceptions, but parents should still be responsible for the welfare of the children.

"Ang tanong, kung wala talaga nag-aalaga dahil nakaratay or parehong nagtatrabaho. Pero yung parehong nagtatrabaho, responsibilidad pa rin nila na siguraduhin na ang mga bata ay may nag-aalaga," she said.

Soliman added that there would be no reason for children to be out on the streets, if the barangay has an active daycare center.

"Walang dahilan para sa mga bata na nasa lansangan kung ang barangay ay mayroong functioning daycare center kung saan mo pwede iwanan ang bata. Meron din kaming ginawang pilot noon, nightcare center, kung saan iyung mga nagtatrabaho na night ang duty, pwede nilang dalhin bata doon," she said.

"Ang lokal na pamalaan talaga ang pinaka-matibay na partner natin sa pangangalaga sa kapakanan ng bata, sunod sa mga magulang. Kasi sila po ang pwedeng makagawa ng ordinansa at kaukulang serbisyo para mapangalagaan ang mga bata," she added.
