BJMP escorts erred: Putting handcuffs in front a no-no

MANILA -The Bureau of Jail Management and Penology (BJMP) has full responsibility over the safety and welfare of suspects brought to courtrooms for hearings, arraignments and promulgation of sentences, according to the Quezon City Hall of Justice building administrator.

Bernard Abesamis said the hall of justice has sufficient security measures in place to ensure the safety of the prisoners as well as the people inside the courtroom premises.

He said there is a gate dedicated to the entry of prisoners where they are frisked and then whisked to a holding area.

Before going to the courtroom, they are frisked once again to make sure that they have no hidden weapons.

Then the BJMP escorts take responsibility over the prisoners, Abesamis said.

Senior Deputy State Prosecutor Richard Anthony Fadullon was attacked on Thursday by Onofre Surat Jr. after the latter was sentenced to life for kidnapping for ransom with homicide.

Fadullon sustained gashes after he was choked by Surat using his handcuffs.

According to Abesamis, there was clearly a lapse on the part of the BJMP security since the handcuffs of Surat were worn in front of his body instead of on his back.

He also noted that Surat had 11 BJMP escorts with him yesterday.
