Another salvage victim found in Manila

Scavengers found a man's body stuffed in a black plastic trash bag in Quiapo area in Manila, before dawn Friday.

Police said the garbage bag was found around 4 a.m. along Quezon Boulevard near Claro M. Recto Avenue in Quiapo by a group of garbage scavengers.

Crime scene investigators said the man was stabbed several times in the body with an ice pick. The man's feet and hands were tied and his face was covered with masking tapes.

The body was the 33rd case of summary execution in Metro Manila and Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon), based on media reports.

Renowned forensic pathologist Raquel Fortun has described summary executions in the country as a sort of serial killing.

“Mahina ang imbestigasyon sa Pilipinas. Kapag hindi nahuli at nakalusot ang gumawa, uulit yan nang uulit at hindi titigil. Nare-reinforce ang human behavior. Parang konsepto ng serial killer," Fortun said.

She thinks other factors influence the investigation. “Kapag nakita nila na naka posas, o may tattoo. Ano ang reaction ng pulis? Parang may judgement ka-agad na, ay, oo nga, masamang tao ito. Na-stereotype na ang biktima. Parang doon pa lang sa investigation na-dismiss na ang kaso.” With a report from Niko Baua, ABS-CBN News
