Metro Manila and 16 other areas in Luzon have been placed under public storm warning signal number 2 because of tropical storm "Juaning," weather bureau PAGASA said Tuesday afternoon.

PAGASA recommendation for NCR colleges, universities

Meanwhile, state weather bureau PAGASA on Tuesday night recommended the suspension of classes Wednesday in the tertiary level in Metro Manila.

In its official Twitter feed, PAGASA said it made its recommendation to the National Disaster Risk Reduction and Management Council and the Office of Civil Defense.

PAGASA also said that the Commission on Higher Education "has devolved the authority to finally decide on class suspension of the tertiary level to the concerned Higher Education Institution Officials."

Under CHED Memorandum Order 19, Series of 2005, classes in colleges and universities are automatically suspended when an area is under storm signal number 3.

The CHED order said the authority to suspend classes falls on heads of universities and colleges if either signal number 2 or 1 is hoisted over an area.
