Bayani Fernando: What payola?
MANILA, Philippines - Former Metropolitan Manila Development Authority (MMDA) chairman Bayani Fernando on Friday said he had no knowledge of the alleged monthly payola being collected by the agency's erring officials from bus companies.
"Wala akong nalalaman kasi kung may nalalaman ako hindi ko papayagan iyon," Fernando told ABS-CBN's morning show, "Umagang Kay Ganda" during a phonepatch interview.
The former MMDA chief, who is currently in Taiwan, said that during his administration he had been very strict on erring passenger buses.
"Galit nga yata sa akina ang mga bus eh. Hindi ko nga malaman kung bakit sinasabing may payola," he said.
Newly-appointed MMDA Chairman Francis Tolentino on Thursday revealed that several bus companies have been paying monthly payolas to traffic enforcers.
Tolentino said the traffic enforcers could have been part of a group within the MMDA that collects protection money from bus companies and several public transport groups all over Metro Manila.
Among those initially identified by Tolentino as "kotong buses" were the Baliwag Transit, Five Star Liner and St. Rose Bus Lines.
The new MMDA chief revealed that the Baliwag Transit gives a group of MMDA traffic enforcers P20,000 month while the Five Star Lines and the St. Rose Bus Lines gives monthly payola of P30,000 and P20,000, respectively.
He said that the monthly payolas are paid by the bus companies so that they can freely violate traffic rules, particularly along EDSA.
Tolentino warned other bus companies that he will expose them if they continue to pay bribes to traffic enforcers. "Ang mga hindi ko nabanggit na bus companies, kung may schedule kayo ng pagbibigay ng kotong, itigil ninyo iyon," he said.
The MMDA chairman also exposed transport terminals that are providing weekly payola to erring MMDA traffic enforcers. These include the Novaliches Centennial Terminal (P5,000 a week) and 8 FX taxi groups based at the SM Fairview Mall (P4,000 each a week).
Against 'kotong'
Fernando said that when he was the MMDA chief, he implemented programs to rid the agency of kotong enforcers.
He said that before he resigned as MMDA chief, he implemented a program that aims to steer traffic enforcers away from committing bribery.
He said that under the program, private and public utility vehicle drivers who will be caught bribing traffic enforcers will be apprehended and their driver's licenses revoked.
Fernando said he believes that "kotong" starts from traffic violators. "Ang initiative ay nagsisimula sa mga driver."
The former MMDA chief, meanwhile, advised Tolentino to be careful with his revelations. He said every allegation should be backed up by hard evidence.
Tolentino has assured on Thursday that he holds complete documentation of the bus companies' alleged monthly payola.
He said that he has also identified erring traffic enforcers who have been collecting the monthly payolas. He has assured that the MMDA men involved in the activity will be kicked out of the agency.
