MANILA, Philippines - An employee of the Metropolitan Manila Development Authority (MMDA) was arrested after being caught in the act of having sex with an unidentified woman inside the agency's bus parked near a police station in Quezon City.

Senior Police Officer 2 Patricio Sanoza of the Quezon City Police District's Station 10 said passers-by informed them about a man and a woman having sex inside the MMDA's blue bus, which was parked a few meters away from the police station, under the EDSA-Kamuning flyover.

"Basta may nag-tip sa atin kaya natin inaresto. Nahuli sila sa akto," Sanoza told ABS-CBN News.

Sanoza identified the man as Gilbert Montano, a member of the MMDA's road clearing operations group.

He said Montano was caught in the act of having sex with the woman when they stormed the bus. Montano was also drunk, according to Sanoza.

Police took several pictures of the partners during the operation. One of the pictures showed the partners putting their clothes back on.

“Nagtatalik kasi parehong nakahubo,” the policeman said.

In an interview, Montano denied that the woman was his girlfriend. He said he paid the woman P100 to have sex with him.

"Hindi po, sir. Hindi ko po GF (girlfriend). Bayaran po iyon eh," the MMDA employee said.

The MMDA employee said that he opted to use the MMDA bus because he had no money left for a motel room.

Police said Montano will be charged for violation of a Quezon City ordinance on public scandal. -- Report from Doland Castro, ABS-CBN News
