3 more police 'torture' victims surface

MANILA, Philippines – Three more people accused police Inspector Joselito Binayug of committing serious physical and psychological abuse against jail inmates.

In an exclusive interview with TV Patrol, three Binondo police station inmates - whose names were withheld - said Binayug and his men mauled them almost every night.

They also claimed to have seen alleged torture victim Darius Evangelista being brought by police inside a jail cell. "Nakito ho namin iyung tao, bugbog-sarado na eh. Gulay na," one of them said.

Binayug allegedly ordered his men to bring out Evangelista from his jail cell early the following morning. "Nakapiring na ho iyung mata (ni Darius). Inaalalayan na lang patalikod. Para hindi matumba, may sinturon sa leeg," an inmate said.

They do not know what happened to him later.

The inmates said police hid the torture victim from his family. "Itinago nilang pilit."

They also claimed that the torture incident was not an isolated case. "Pinapasabit ho kami sa taas ng rehas tapos pinapalo kami tapos sa rehas, inuumpog ulo naming," one inmate alleged. 

They also claimed that police regularly tie up the genitals of inmates and take cell phone videos of the beatings. "Parang laro lang sa kanila iyon. Tuwang-tuwa silang may nasasaktan sila."

One inmate said police should not hold them incommunicado.

"Sana man lang kung papatayin nila kami, iyung babarilin na lang nila kami sa ulo. Huwag na lang (itago) iyung bangkay namin,” he said. "Kahit ganito kami, tao din kami." – with a report from Niko Baua, ABS-CBN News
