Lim denies ordering Mendoza's arrest

MANILA, Philippines – Manila Mayor Alfredo Lim has denied ordering the arrest of the brother of former police senior inspector Rolando Mendoza, which allegedly triggered the deadly outcome of Monday's hostage crisis. 

Lim said he was surprised by the statement of former Manila Police District (MPD) head Chief Superintendent Rodolfo Magtibay before a Senate hearing on Thursday that he [Lim] ordered Manila police officer Gregorio Mendoza's arrest. 

“Hindi eksaktong order na hulihin. “Ang sinabi ko kay (Magtibay), dalhin na sa headquarters yan,” Lim said. “Dahil sabi nga ni (police negotiator Superintendent Orlando Yebra) ay icha-charge na nila bilang accessory.”

He blamed police officers guarding Senior Police Officer 2 Gregorio Mendoza for allowing the situation to worsen during the Manila hostage-taking incident.

“Nakatakas, after noon nakatakbo siya,” Lim said. “Sino ngayon ang may kasalanan noong nakatakbo? May laxity ang mga police escort.”

The Senate may ask Lim to appear before the on-going inquiry into the case, reports said.

Eight Hong Kong tourists and the hostage-taker died in Monday's hostage fiasco. 

On bail

Mendoza is currently out on a P2,000 bail after being charged with disobedience by the Philippine National Police.

He met with ABS-CBN News at an undisclosed area on Thursday amid concerns regarding his safety.

He believes that his arrest prompted his brother to run amok.

“Iyun na nga ang dahilan talaga. Kasi ganun talaga siya,” Mendoza said. “Marahil, nakita niyang sinasaktan ang kaniyang mga kamag-anak kaya nagalit siya.”

He also said it was Lim who ordered his arrest.

“Magkatabi po si Mayor Lim at saka si Col. Magtibay. Ang nag-utos po sa akin noon ay si Mayor Lim po,” Mendoza said. “Hindi po ako nagsisinungaling, totoo po yon. Ayaw ko pong sabihin ito pero iyon po ang totoo, para po sa hustisya.” – with reports from Julius Babao and Anthony Taberna, ABS-CBN News

Your apologia for Rolando Mendoza is disgusting. If nothing else, his hostage taking confirms his guilt. Police intimidate and scare people into not testifying against them. We are lucky that the ombudsman who had access to evidence took him off the job so that he wouldn't be victimizing others as a police officer. You or I could have been his next victim. The sad thing is that he was only dismissed and wasn't jailed.


Support for decision

I fully support whoever ordered that Gregorio Mendoza should be taken from the scene. It was the right call. Like the assault on the bus, however, if there was a mistake it was in the execution.

The police may have bungled it as well in this instance, but again it was ultimately the fault of the Mendoza brother. Instead of defusing tensions, he raised them. Instead of getting his brother to trust the negotiators, he undermined negotiations. Instead of going peaceably, he deliberately made a scene in front of media. That bastard should be prosecuted to the full extent possible for insubordination, obstruction, and manslaughter.

Lets all get along and start from the basic!

While everyone are arguing, who is right and wrong, who should be the decision makers, etc. ---- does anyone check the late Capt Rolando Mendoza’s background. Did he go to trial? Was he convicted, acquitted?

Something has triggered Rolando Mendoza to act that way, and don’t blame his brother, Gregorio Mendoza. Gregorio went to the media to save his own life or he will end up dead on a later time. He knows the Philippine justice system, he is also one of the Philippines Finest – “dead don’t talk.”

Was the late Capt Mendoza a victim of “good-old-boy” (padrino/pare/brothers) system or the failing and discriminating Philippines Judicial process?

Everyone should be very afraid. This incident could happen to each one of you unless you go into hiding overseas. Will you take hostage like Capt Mendoza did? or take someone’s life? I don’t know but I am sure, you will rock the boat to make a statement and be heard.

If the process is not corrected, this incident will happen again, next week, month, year, so forth. Next time, it could be Mayor Lim or those disgruntled Generals. No retirements and banned from federal jobs – simply because they are fat and ugly and they don’t play golf with the Ombudsman. Like Capt Mendoza, I bet these clowns will rock the boat as well.

Funding the SWAT for better toys is not going to solve the killings. Those toys will be use against each other and perhaps on you.

As far as the media goes, majority of the people lost their faith in the law enforcement community. Capt Binayog of Tondo Manila was caught of his alleged crimes against human rights and many violations were discovered right after. If there was no media, more killings, robbery, corruptions, extortion will continue committed by the AUTHORITY, the Philippines Finest.

During the hostage situation last 23 Aug 10, it was the crowd control team of the Philippines Finest failed to do their responsibility in securing the scene. If they do their job as they should, the lone man riding his bike will not be seen next to the hostaged bus on TV world-wide.

If the media were positions a miles away, the media will have difficulties and perhaps no clear shots unless they use a helicopter. Was the 21 million pesos used snacks for chicken and hamburgers not enough to learn a simple task of crowd control?

For all we know, the media were relocated near the hostaged bus because of the PNP’ clowns were using their spot lights or they want to be seen on TV. Who are negligence now? Will it be from newly recruit qualified peace officer up to the 4 or 5 star seating on the leather chair while drinking San Miguel beer.

The media is the people’s eye. If you take the media away, there will be more undocumented dead, killings and one of this day, it can be you. Taking the media away now only means one thing – no news, no issues – happy country. Philippines is way far from that.

Crawl before you can all walk. Find out why Capt Mendoza committed such crime. If he went to a fair trial and was found guilty of the charges accused of him, then taking away his retirement benefits and banned him from any federal job are justifiable.

If Capt Mendoza was a victim of a poor country’s leadership, fire those responsible and banned them from federal jobs. This is the hardest steps for the President to do because it could be his own cabinet members, padrinos or pare that are involved.

Many countries are affected and foreign citizens are now also getting killed viewed on tv world wide.

Mr. President, my Boss, you needs to step-up and tackle it hands-on. No more smiley face, get your hands dirty and deliver your promised to your country, your father’s life paid for it. May God Bless and Help You.

Naniniwala ako kay Magtibay na si mayor Lim ang may order ng arrest. Sadyang sinungaling si Mayor Lim at corrupt. Tingan niyo nalang ang Divisoria at ang Quiapo!!! He is still tolerating those sidewalk and street vendors to do thier illegal trade. We know for a fact that these places becomes the rotten den of snatchers, pickpocketeers and drug marketeers and yet for all these times he doesn´t clean-up these palces.. Gloria Arroyo and his political servants led by Manila Mayor Fred “WALING-WALING” Lim deliberately bungled the negotiation by stealthily ordering the arrest of the policeman brother of hostage-taker Insp. Mendoza that cause panic that resulted in the death of eight Hong Kong Chinese tourist.

All of this in synch with the numerous press interviews of Arroyo assistants Edcel Lagman, Danilo Suarez and Elena Bautista-HORN passing the blame on the administration of PNoy on their assumed PNP mis-handling issue.

Reminiscence how then WPD Gen. Alfredo Lim through his former subordinate Robert Barbers who was then (1988) already a senator invited Don Pepe Oyson at the WPD, who was then watching billiard tournament sa Ali Mall at Cubao, Quezon City.

Reports said Don Pepe requested Barbers that he wants to make a telephone call but Lim turned down the request knowing Oyson connections with several generals in Camp Crame.

There was no explanation from Lim and Barbers on why was Oyson invited at the WPD headquarters. On their travel to WPD headquarters while inside the vehicle according to Manila policemen who accompanied the big and old Oyson, he tried to grab a gun that is why they gunned him down. Oyson reached the hospital DOA.

NOW LIM IS IN DENIAL OF HIS PARTICIPATION. Duh! Fair enough.

Let the “TRUTH COMMISSION” commence sans Hilario Davide and include this tragic incident together with Maguindanao Massacre, etc.

I believe you have an unfathomable hate towards the President because you only not criticize him but throws personal insults every now and then. The Police have acknowledged already that the whole operation was blotched and the Media crossed the line in braodcasting. What else do you want? Criticisms are healthy in way in a society but not personal insults for it just shows your true character and personality.


Concern lang

If I hate ABNoy I will do the same thing as the police did and demand that he step down but since i'm not doing it, you should be happy that i'm overly concern about your PEENoy's stupidities. Besides I'm not breaking any law by calling him names like ABNoy, PeeNoy, kalbo, inutile, Juan Tamad, Mr. Drool etc kasi nga thanks to Tita Cory and the rest bumalik na tayo sa democracy FYI. So if any of you gets a little bit upset with my criticisms then it's true and you'll ignore them if it's not.
