Zubiri blames ‘turf war’ over SWAT deployment
MANILA, Philippines – Senator Juan Miguel Zubiri believes that a “turf war” prompted former Manila Police District (MPD) head Chief Superintendent Rodolfo Magtibay to use local Special Weapons and Tactics (SWAT) teams in the assault against hostage-taker Rolando Mendoza on Monday.
He said pride of the “Manila’s Finest” may have resulted in Magtibay refusing to deploy better trained and equipped Special Action Force (SAF) units from the Philippine National Police (PNP) headquarters.
Zubiri said battle-tested SAF troops were just waiting to be called up into action near the Quirino Grandstand while the hostage crisis was ongoing.
He rejected Magtibay’s explanation that the MPD SWAT was capable of ending the stand-off without bloodshed.
He also hinted that local police and government officials were trying to assert control of the crisis because it happened under their territorial jurisdiction.
According to Zubiri, the crisis had called for action from national agencies and local officials were no longer capable of resolving it.
"Bakit hindi po and general ang nag take charge sa ganyang instances? What happened last Monday was Hong Kong nationals were involved, the international community was watching us. Why did not, at least, the chief of the (National Capital Region Police Office) be in charge of the situation?" Zubiri said.
Senator Gregorio “Gringo” Honasan, Senate Public Order Committee chairman, echoed Zubiri’s assessment.
"May pagkukulang sa tactical operations, paggamit at pagdeploy sa SWAT,” he said. “May pagkukulang din sa negotiations. I-factor in mo na ang kapatid. Yung handling nung area kung saan nagaganap yung hostage kasama na ang pag-manage ng public info."
Honasan urged Filipinos to move on and stop blaming themselves over the tragedy.
"Nag-apologize na tayo. Huwag na nating pahirapan ang sarili natin. Hindi lang naman sa Pilipinas nangyayari iyan, eh. Sa ibang bansa nangyayari rin iyan. Dapat intact ang national pride," he stressed. – with a report from Ryan Chua, ABS-CBN News

New strategy for security management
I supposed Zubiri has some point. Seeing US movie scene, when the situation calls for more sensitive and careful measures the local police can not simply do the tasks and the FBI took control of the situation as directed from higher police authorities. What they do is provide orders from higher rank that they were tasks to take over the job from the local police and that the local police can not refuse. In a case where it is localise like domistic hostage wherein a husband is hostaging his family or one person in the community then the local SWAT team will take on the job. But, if the case involve more sensitive and huge impact like involving foreign nationals then we have a national team tasks to it in which where the SAF.
I think in the US the heirarchy would be base on the sensitivity of the case is local police - FBI - CIA/Secret Service - and the other one specialise in terrorism.
Our police must have a heirarchy of specialise team who can handle specific tasks not because it happen on their area but an overriding fact that the issue has huge impact.
Domistic hostage like one person is a threat to local community then the local police will be oblige to perform the rescue. The reason is that they know their localities and the person involve with the crises so therefore the local police can simply manage it.
But, when involve international issue then a higher and more specialise police rescue group could handle the case no matter where in the Philippines could that be. Mendoza could be localise but the Chinesed as hostages where foreigners so it has huge difference. So local police could be part of the team but more specilise team must control the rescue operation.
If terrorism is involve then, that could involve more specialise team just like the movie series 24 where CTU or Counter Terrorism Unit where task to the job which involve more sophisticated equipment and different tactic being use not available from local police, FBI and CIA. Time constraint is usually an overriding issue because terrorism involves time bomb and nuclear arms that is why it separate itself from other agencies.

Check out high ranking Philippine police official Superintendent Nelson Yabut, he tells the media that he's the assault team leader, and then it turns out he's not even authorized to be there. He just went in there to get in on the action, like it was some sort of free for all. Very professional! Way to go, sir.
