Inmates identify alleged police torture victim
MANILA, Philippines – Some inmates at the Binondo police station in Manila have identified the man allegedly tortured by police officers as shown in a cell phone video clip first aired by ABS-CBN News.
The inmates, whose names were withheld, said police officers brought robbery suspect Darius Evangelista to the Binondo station on March 5.
They said Asuncion police precinct head Senior Inspector Joselito Binayug and his men brought Evangelista.
“Noong pinasok siya bugbog na siya, tapos mamaya nilabas na nila ulit (When they carried him in, he was already beaten black and blue. Then, they brought him out again)," an inmate said.
"Hindi nila nilagay sa blotter basta kinulong lang nila (They did not record his case in the police blotter. They just locked him up)," he added.
Inmates claimed that police then beat up Evangelista before shoving him inside a jail cell again.
They said Binayug and his men arrived in the early hours of the morning to fetch Evangelista.
"Nilagyan nila ng packaging tape yung bibig niya. Nilagyan ng belt ang leeg niya tapos nilabas na (They wrapped his mouth with packaging tape. They tied a belt around his neck and then brought him out)," an inmate said.
The inmates said they do not know what happened later to the alleged torture victim.
They also claimed that the torture incident was not an isolated case. "Papa-akyatin nila kami sa rehas. Gagawin nila kaming parang mga unggoy (They made us climb up the bars of the jail cell. They made us look like monkeys)," they added.
Binayug and his subordinates at the Asuncion police community precinct were removed from their posts following reports of their alleged involvement in the supposed torture of Evangelista.
National Capital Region Police Office Director Leocadio Santiago said police officers linked to case are being investigated and are facing possible criminal and administrative charges.
