Cops have 2 minutes to respond to crimes
MANILA, Philippines - Metro Manila police have been given a maximum of 2 minutes to respond to crimes, the new head of the National Capital Region Police Office said Monday.
Chief Superintendent Leonardo Espina issued the order in a meeting with station commanders and officers of the Southern Police District.
"Iisa-isahin ko mga station commander. Anong plano mo? Two minutes lang dapat makakaresponde ka," Espina said.
He said more police officers should be deployed on streets to prevent and respond to crimes.
"Hindi na dapat maulit ang Alabang Town Center (robbery). Get them," he said, referring to the mall heist that occurred in Muntinlupa City last Friday.
"With this, 'di na makakapasok yan kahit saan kahit sa Pateros, Las Piñas, Taguig," Espina said. "'Di natin papayagan iyan."
"Makati, dapat me laging umiikot diyan. Isang barangay lang dami mong kakamping security officer dyan," he added.
Espina also ordered police station commanders to avoid giving media their opinion regarding crimes.
"Huwag na huwag kayong mang-oopinyon," he said. "Normal na tatanungin kayo, ano kaya tingin niyo motibo? Sasagot naman kayo, tingin ko love triangle."
"We have no business as a police investigator in airing your opinions. Be objective," he said.
"Kung anu-anong theory pa ang ginagawa niyo, hayaan niyo na sa progress report," he added.
He praised Senior Superintendent Billy Beltran, Parañaque police chief, for solving the Ramgen Revilla murder case.
"Ako bilib ako kay Billy Beltran. [I] congratulate for single handedly handling the Revilla case, " Espina said.
He also said that he will focus on abuses committed by police officers.
"Kotong, hindi in line of duty. Iyan ang priority ko. Iyung ganyang dismissable offenses, tayo na maghandle," he said.
"Thirty days, sosolbin ko iyan. Pag nareklamo ngayong araw, during the 30th day dapat may resolution," Espina said.
"First day, kunin affidavit. Tapos kung kakailanganin kasi makaka-implwensya sa kaso, makakapanakot ng witness, we have to preventively suspend," he added. "Tangalan ng baril at tsapa."
