Manila cop accused of mauling boy

MANILA, Philippines – An officer of the Manila Police District (MPD) is under investigation after he was accused of mauling a 16-year-old boy.

According to the minor, “James” (not his real name), PO1 Jayrald Mañibo punched him on the head multiple times last Sunday after he knocked over the policeman’s table during a drinking session in Sta. Ana.

James claimed he accidentally knocked over the table and quickly apologized to Mañibo, but the cop allegedly hit him many times despite the apology.

James said he had to run to his house to evade Mañibo, but the latter chased him and threatened him.

"Sabi niya sa akin, ‘Gusto mo patayin na kita dito?’" said James.

James’s mother expressed anger over the incident, saying the cop should be held liable for his actions.

"Dinala ko po 'yan ng ilang buwan, tapos sinasaktan lang ng ibang tao," she said.

MPD said an investigation will be conducted.

Mañibo is facing charges for violating Article 285 (Other Light Threat) and Physical Injury in relation to Republic Act 7610 (Anti-Child Abuse Law), Section 3 of Paragraph A and C.

Child abuse charges may also be filed against Mañibo.

Child welfare group, Akap Bata party-list, condemned the incident, saying they “will continue to monitor and will keep keen eyes over this case until Mañibo" faces the consequences of his actions.

The group also urged authorities to immediately act on the case.

“We are particularly calling the attention of President Benigno Simeon Aquino III, Interior and Local Government Secretary Mar Roxas and Manila City Mayor Alfredo S. Lim to conduct immediate and impartial probe on this issue involving a uniformed man of the Philippine National Police,” said Akap Bata spokesperson Lean Peace Flores. -- Report from Jeff Canoy, ABS-CBN News
