MANILA -  The Bureau of Immigration arrested Friday an Iraqi and a Kuwaiti national for allegedly recruiting local workers for overseas jobs without the proper permits.

Elements of the Philippine National Police Task Force Illegal Recruitment and the Bureau of Immigration arrested the two during a raid of the Marvic Overseas Recruitment office of Midland Plaza Building on Adriatico Street in Malate, Manila.

Immigration agents said they failed to arrest the Filipina owner of the office who was not present during the raid.

Authorities said the BI canceled the office's license to operate last September after receiving several complaints that the agency was engaged in illegal recruitment. Instead of shutting down, the agency put up seven other offices inside the building to continue its activities.

The BI conducted the raid after receiving a complaint from a legal recruitment agency about Marvic's job order.
