MANILA, Philippines - The Philippine National Police has approved the filing of administrative charges against 22 policemen involved in the Atimonan, Quezon shooting incident for violating police operational procedures.

PNP chief Director General Alan Purisima said those who will be charged include all PNP personnel manning the checkpoint, including Supt. Hansel Marantan, leader of the case operation plan which targeted a gun-for-hire group allegedly led by Vic Siman.

Sacked Quezon provincial director Senior Supt. Valeriano de Leon and Calabarzon regional director Chief Superintendent James Melad will also face charges for command responsibility.

All policemen will also be placed under restrictive custody in Camp Crame.

Purisima said the violations include not wearing the prescribed uniform during the operation, not meeting the required number of personnel manning the checkpoint, not using marked service vehicles, and violation of jurisdiction since the checkpoint was located in Plaridel.

Siman and 12 other men were killed at the checkpoint last January 6.

PNP operatives said the alleged gun-for-hire group engaged them in a gunfight.

Justice Secretary Leila de Lima, however, said there was no shootout.
