After GPH-MILF peace talks, what next?

(UPDATED) The conclusion of the exploratory talks between the Philippine government and the Moro Islamic Liberation Front (MILF) signals the start of the next phase of the long road to realizing the new Bangsamoro political entity which will replace the Autonomous Region in Muslim Mindanao (ARMM).

The agreement on the annex on normalization and the addendum on Bangsamoro Waters signed on Saturday completes the Framework Agreement on the Bangsamoro (FAB), which has four annexes (transitional modalities and arrangements; revenue generation and wealth sharing; power sharing; normalization).

The next major step is to draft a law on the Bangsamoro, which President Aquino will certify as urgent. Stakeholders are expected to campaign for its passage and ratification.

A joint normalization committee and a third-party monitoring team (TPMT) will also be created to push the peace process forward.

Once the basic law is passed, a referendum will be held in the proposed Bangsamoro territory.

The Bangsamoro Transition Authority (BTA) or the interim ministeral government will be formed until elections are held in May 2016 for the Bangsamoro ministerial government.
