NBI to probe escape of Chinese drug lords
MANILA – Justice Secretary Leila de Lima on Tuesday said the National Bureau of Investigation (NBI) will conduct a parallel investigation on the escape of three Chinese inmates, including “notorious” durg lord Li Lan Yan alias “Jackson Dy”.
De Lima met with the Philippine National Police and the NBI to discuss the incident.
Also discussed in the meeting was the 2011 letter written by chief Supt. Federico Laciste, seeking assistance on the prosecution of the cases against Dy and other drug syndicates.
De Lima said included in the investigation is the unit tasked to monitor Dy.
De Lima is questioning why the unit failed to anticipate the escape of Dy’s group, despite previous intelligence reports on the plan of the suspects to escape.
She said the NBI will investigate why Dy’s group was not in the custody of the National Bilibid Prisons even if they have already been convicted in a separate case, and why the prosecutors did not push for the transfer of custody.
Laciste also made a presentation to De Lima on other drug cases that should be handled by the Department of Justice (DOJ) and not by local prosecutors.
De Lima said the selected drug cases will be transferred to the DOJ Task Force on Drugs.
