Palace concerned over 'Walk of Shame' in Batangas

MANILA - Presidential Spokesperson Edwin Lacierda raised concern over the “walk of shame” a Batangas mayor imposed on a man who supposedly stole fish from a vendor.

In a press conference, Lacierda said the shaming of the man is “not within the law.”

“It is not something that we do. It is not part of our legal processes wherein we parade them…The Commission on Human Rights has already spoken. We will defer to [the chairman’s] opinion.”

He said the CHR will have to study if such kind of punishment can be considered unjust.

“There is a due process that should be observed…Under the Constitution, does it constitute cruel and just punishment? So these things have to be studied by the CHR.”

Tanauan Mayor Thony Halili justified the act, saying the man is part of a syndicate and already had previous cases filed in court involving illegal drugs and theft. – from a report by RG Cruz, ABS-CBN News
