Baguio bans Pangilinan due to Igorot joke

Despite her numerous apologies, Candy Pangilinan was declared an "unwelcome vistor" in Baguio City after she cracked a joke that implied that Igorots are not people.

In a special session held by the Baguio City council on Friday, Pangilinan was declared "persona non grata" by a majority vote. Councilor Tomas Balisong, currently the acting vice mayor, said that the declaration was in reaction to Pangilinan's "ethnic slur."

Pangilinan's joke, which was heard during her stand-up comedy act held in SM Baguio last Saturday, was: "Tao po ako, hindi po ako Igorot."

This drew strong criticisms from the Igorot community. "It is a slur, an insult to us Igorots," said Atty. Jose Molintas, a member of the United Nations Human Rights Council.

Almost all the Baguio Councilors approved the motion passed by Councilor Greg Bagbagen declaring the comedienne an unwanted visitor to the summer capital. This also banned Pangilinan's movies from being shown in the city's theaters. Only Councilor Galo Weygan, also an Igorot, abstained from voting.

Many Baguio locals supported the move, saying they were deeply insulted by Pangilinan's comment. "Dapat  maramdaman niya ang maging isang Igorot para alam niya ang sinasabi niya," said Annie Domiguay, a Baguio resident.

Mistake

Pangilinan's manager and cousin Angeli Pangilinan-Valenciano, meanwhile, appealed to the public to sympathize with Pangilinan, insisting that the comedienne had been sincere in her apologies.

To prove this, Valenciano said Pangilinan's group is planning to launch a fund-raiser to benefit Cordillerans. "We never meant to hurt anybody," Valenciano said.

Appearing weary and tearful before cameras on Thursday, Pangilinan said she regretted her blunder. She said she delivered the line incorrectly due to lack of sleep and rest, since she had just flown back to the country from Guam.

“If you were there and had finished the show, you would have heard me acknowledge my blunder. I apologized and explained myself. I even went on to uplift the Benguet or Igorot community,” she said.

She added: “I am very proud of their contribution to the society. I, as a person and a Filipino, would never intentionally discriminate nor disrespect my roots, my ancestors, and my fellow Filipinos.”

Before Pangilinan, the last person to have been declared "persona non grata" by the city council was reportedly former Cordillera People's Liberation Army leader Mailed Molina after he and his fellow rebels marched into Baguio bearing their firearms.

sa mga IGOROT! may pinagkaiba ba kayo sa mga ILOCANO? AETA? BISAYA? KAPAMPANGAN? wala naman diba?! pare parehas tayong pilipino.

To tell you, I'm not an Igorot but I knew a lot of them, they are kind people. Also, they are not ashamed of their ethnicity. When you ask them if they are Igorot, they say yes and smile. They are a friendly group of people. I wrote a reaction a while ago about the different judgement of other people to Igorot, because I think they are being misjudge.(",)Well we have different view about them, maybe you met some but try socializing more and you'll know how wonderful they are.

yung tungkol sa IGOROT..Thats a fact and not a Myth..Totoong galit kayo kapag tinawag kayong IGOY. Lahat na niratrat mo ah.. kulang nalang pagpapanahin mo kami..hehehe..pero I swear ayaw niyo talagang tinatawag kaying IGOROT...anong masama doon kung tawagin namin kayong igorot alangan namang tawagin ko ko kayong tao...heheheh..opss baka ma ban din ako sa Baguio..but excuse me di ko kailangan magpaka martir gaya ni Ms. Candy..

To pinoynganaman: I think you are mistaken, Igorots are not ashamed of being called Igorots actually they are proud of it and once more they have nothing to be ashamed of. If you read candy's blogs you would see there a lot of Proud Igorots trying to tell her the pain she had caused.

To ferdie:I check for the meaning of joke in the dictionary as you have recommended and it says that "joke is something said or done to provoke laughter or cause amusement" however i cannot find what's funny about miss Pangilinan's joke of"I am human,I am not an Igorot".Can you please tell me what's funny that I may come to laugh at what you call as "JOKE". also you said"Kung manonood kayo nang mag late nite shows dito sa america mas grabe ang pinagsasa-bi ng mga talk show host sa mga presidente pero walang reklamo dahil alam nila its only a JOKE. I tell you, being an actress or a comedian doesn't give you the right to insult and look down on people on public and even in their own land.Also they didn't went to her, she was the one who went to their place. Ignorance and lack of sleep is also not a reason. You say it was a comedy piece, well it wasn't funny, Igorots takes care of their name and wouldn't just let an artist like her to destroy it. The truth about the word IGOROT

Sa lahat ng mga IGOROT dito sa forum alam niyo kung ano ang totoo sa sasabihin ko..Una sa lahat ang paniniwala ng mga Igorot pag tinawag mo silang IGOROT ito ay degrading sa kanila.Kahit wala kang intensyon para hubaran sila ng karangalan ito ay masama para sa kanila ang tawagin sila sa totoong pangalan ng kanilang tribo, ang gusto nila tawagin silang NATIVE..tama ako diba?? Ang pangalawa, kapag nakakita ka ng igorot sa manila o sa low lands, tanungin mo kung igorot siya, tiyak kung hindi ka hahabulin sigurodong galit na galit ito..para bang kinakahiya nila kung saan sila galing..anong masama kung tawagin silang IGOROT dapat nga maging proud sila sa tribo nila..tignan niyo yung message ng isang IGOROT dito sa forum..gusto pa nga tumabas ng ulo...Please mga IGOROT, hindi kayo naiiba sa lahat ng Pilipino, pinoy pa rin kayo..gaya naming lahat..

Sa aking buong paniniwala meron tayong karapatan na magpahayag ng ating damdamin o kaya sabihin ang gusto nating sabihin..pero sa kaso ni Ms.Candy Pangilinan, isa itong maliwanag na overkill para idiin siya. Si Ms.Pangilinan ay nagpahayag ng kanyang buong pagsisi sa nasabi tungkol sa mga igorot. Pero sa totoo lang hindi siya dapat humingi ng tawad kasi alam naman natin na part ng show niya yon ang magpatawa at magbiro..Ang pilipinas ay isang demokratikong bansa..isa tayo sa kumikilala sa International human rights lalo na ang Freedom of speech, or the freedom of expression. (Article 19 of the International Covenant on Civil and Political Rights)..saka wala sa ating Saligang Batas na pwedeng pagbawalan ang isang tao na pumunta sa isang lugar na kinabibilangan ng kanyang bansang sinilangan. Pwedeng maghabla si Ms. Candy kung siya nga ay pinagbabawalan ng mga opisyalis ng baguio para pumunta sa baguio..bakit mga taga Visayas, lagi nga silang ginagaya sa karamihan ng programa sa telibisyon pero wala silang idiniin na artista o ordinaryong tao..
