Maybe she went overboard with her lines and maybe added a few lines with her script and that's a bad move for her, but she had made a public apology on national television to all those that got hurt with her line. But banning her from going to that province and declaring her as "PERSONA NON GRATA" is what I see is a violation on her rights as she is only doing her job to make people out there forget their problems for awhile by making them/you laugh. Comedy acts like that nowadays are now based on insults or insulting and making fun of people/culture/etc./etc. but not taking it seriously cause is what we say a "JOKE". If we or you are not ready for that kind of joke or comedy act then you should have not come nor invited that person to perform in the first place if you are not ready to hear what blubbering words may come out of their mouths. Comedy acts especially "STAND-UP COMEDY" are most of the time not scripted and are what we call an impromptu act, well basically they have a storyline to follow but from there they should create/think of a unique, original lines that are basically theirs. Ok here's one example of a joke that is now part of Filipino culture way of discriminating someone, when you see a person that dress-up not according to the trends or the style of the decade or way out of league, what do you/we call them? We call them "BISAYA". Now did Visayans react with you like that when you call a certain people like that? Did they declare you as a "PERSONA NON GRATA" for that kind of insult? Here's another one, when we are called by a foreign national as "A NATION OF SERVANTS" to a newspaper, did we/you act the way you do with Ms. Pangilinan? To Ms. Pangilinan, hope that you have learned your lessons here, that there are people/cultures that are sensitive with their roots and should not be making fun/joke of. And to my fellow Filipinos out there in Baguio, native or not, please let's open our mind with the changing world. Our country will/may not move on if we will always be acting like that. We can preserve our culture but leave room for other changes in life to come in.

Despite her numerous apologies, Candy Pangilinan was declared an "unwelcome vistor" in Baguio City after she cracked a joke that implied that Igorots are not people.
In a special session held by the Baguio City council on Friday, Pangilinan was declared "persona non grata" by a majority vote. Councilor Tomas Balisong, currently the acting vice mayor, said that the declaration was in reaction to Pangilinan's "ethnic slur."
Pangilinan's joke, which was heard during her stand-up comedy act held in SM Baguio last Saturday, was: "Tao po ako, hindi po ako Igorot."
This drew strong criticisms from the Igorot community. "It is a slur, an insult to us Igorots," said Atty. Jose Molintas, a member of the United Nations Human Rights Council.
Almost all the Baguio Councilors approved the motion passed by Councilor Greg Bagbagen declaring the comedienne an unwanted visitor to the summer capital. This also banned Pangilinan's movies from being shown in the city's theaters. Only Councilor Galo Weygan, also an Igorot, abstained from voting.
Many Baguio locals supported the move, saying they were deeply insulted by Pangilinan's comment. "Dapat maramdaman niya ang maging isang Igorot para alam niya ang sinasabi niya," said Annie Domiguay, a Baguio resident.
Mistake
Pangilinan's manager and cousin Angeli Pangilinan-Valenciano, meanwhile, appealed to the public to sympathize with Pangilinan, insisting that the comedienne had been sincere in her apologies.
To prove this, Valenciano said Pangilinan's group is planning to launch a fund-raiser to benefit Cordillerans. "We never meant to hurt anybody," Valenciano said.
Appearing weary and tearful before cameras on Thursday, Pangilinan said she regretted her blunder. She said she delivered the line incorrectly due to lack of sleep and rest, since she had just flown back to the country from Guam.
“If you were there and had finished the show, you would have heard me acknowledge my blunder. I apologized and explained myself. I even went on to uplift the Benguet or Igorot community,” she said.
She added: “I am very proud of their contribution to the society. I, as a person and a Filipino, would never intentionally discriminate nor disrespect my roots, my ancestors, and my fellow Filipinos.”
Before Pangilinan, the last person to have been declared "persona non grata" by the city council was reportedly former Cordillera People's Liberation Army leader Mailed Molina after he and his fellow rebels marched into Baguio bearing their firearms.

It is easier for non-Igorot to say that the statement she uttered was simply a "joke" or the issue "was blown out of proportion" coz you have no idea of what's behind the action that was imposed by the Baguio council. knowing the history of the IP will give you a better understanding of the action imposed. the struggle to change the ignorant perception of non-Igorot and hearing those words right before Baguio is not a welcome idea.
besides, majority of Igorots are not showbiz people, so I can guess only few people know who Candy is and most of those present during her show were from other places.

This incident was blown out of proportion. Clearly anyone who loves his origin would feel the same as the natives of Baguio. But let us analyze that it was suppose to be a comedy act and Ms. Pangilinan never meant to hurt anyone. The act of apology showed her regrets. For the city council they should be thankful to Ms. Pangilinan, she was instrumental to a great deal of publicity only at her expense. Clearly the incident was used for grandstanding riding on the popularity of the actress. A simple apology and acceptance would make us proud. Compassion is an element that has separated Filipinos from others, our ability to forgive. Samples would have been previous presidents given pardon etc. For Ms. Pangilinan, please be careful next time.

I do understand why Candy could tell that she is a human. Do you think it is humane to tell to the world that you will behead her and roll it in the mountain and to offer to a certain Baal? Am not attacking you personally but I think Candy now has a point in saying that although it is just a joke. Those questioning what Candy has mistakenly says during that event please check the wordings of your fellow. Specially his screen name. Baguio CIty council please check this and all the garbages around Baguio. period.

I noticed lahat ng nagcocomment galit na galit kay candy without realizing that she went there to perform. Though she may went over the script (lets assume) it was still a comdey piece for pete's sake! People, if you are not ready for those kind of shows magfriendster na lang kayo, o kaya wag kayo pumunta. Hindi naman drama actress si candy pra magdrama sa event, sus. c'mon, 2009 na! get over it! move on. She went over board, she said sorry, fine. move on with your lives. She didn't go there pra laitin ang pagkatao ng mga igorot. Kung manonood kayo nang mag late nite shows dito sa america mas grabe ang pinagsasa-bi ng mga talk show host sa mga presidente pero walang reklamo dahil alam nila its only a JOKE. Bakit kayo nag-react agad kasi sa palagay ninyo hindi kayo tao? Ang sabi ni Candy "Akala ninyo Igorot ako, Hindi ako Igorot Tao ako" Tinanong niyo ba kung siya tao he ano kayo? Kung sagutin kayo "Siya ay tao hindi siya Igorot kasi Igorot ay mga "ANGELS" Hindi sila Tao" anong masasabi niyo kung kayo pala'y mga "ANGELS"?
