Ex-PNP official found guilty of graft

MANILA, Philippines – A former director of Philippine National Police (PNP) Region 8 was found guilty of graft by the Sandiganbayan Third Division in relation to a construction project in Bongao, Tawi-tawi in 2001.

Chief Supt. Dionisio B. Coloma was sentenced to 6-10 years imprisonment with perpetual disqualification from holding any public office.
In a 44-page decision penned by Associate Justice Alex L. Quiroz, Coloma was found guilty beyond reasonable doubt of acting in bad faith and causing undue injury to the government.

Quiroz, in his decision, said Coloma committed the violation by certifying the completion of a 50-person capacity barracks in RTS 9 that was later discovered unfinished.
The court said the prosecution also established that the P5.73 million project was overpriced by at least P2.5 million.
"This Court finds that the accused acted with evident bad faith in his transactions concerning RTS 9. (T)his Court observes that not only did the accused assert that construction for the other buildings had begun when they had not, but he has also not complied with the project program for RTS 9," the court declared.
Coloma was also ordered to post additional bail of P15,000 in addition to his original bond of the same amount.
