Pacquiao starts course on how to be a good congressman
MANILA, Philippines – World Boxing Organization (WBO) welterweight champion Manny Pacquiao has eagerly taken on his classes on governance as he prepares to assume his work as district representative of Sarangani province.
The modules he is taking up in the 10-day executive coaching course at the Development Academy of the Philippines-Graduate School of Public and Development Management (DAP-GSPDM) were specifically designed to help him get oriented to his duties as congressman.
Among the subjects he will take up are:
- Legislation in a Development and Governance Framework;
- 1987 Constitution and Local Government Code of 1991;
- Understanding Congress (including Parliamentary Procedures and the Legislative Cycle);
- Individual Personality Integrated Leadership;
- National Budget Process and the Local Development;
- Development of Linkages between Congress and National Line Agencies; and,
- Environmental Scanning of Sarangani.
“Kailangan makinig para malaman lahat ng procedure, lahat ng dapat nating gawin,” said Pacquiao, who will spend 5 hours in DAP classes in Pasig City each day for his executive course.
The boxing superstar said he needs to digest all the information that's being made available to him to be able to become a good legislator.
Pacquiao’s staff joined him in his classes so they themselves will be oriented on their duties.
“Sumama na rin sila kasi gusto nilang matuto at magkaroon ng idea,” he said.
Even Pacquiao’s wife, Jinkee, will attend a special session on the “Decorum for the Congressional Spouse”.
Among Pacquiao’s lecturers are veterans in the legislative branch like Quezon Province Rep. Lorenzo Tañada III and outgoing Agusan del Sur Rep. Rodolfo “Ompong” Plaza.
Tañada will lecture on how to utilize the Priority Development Assistance Fund (PDAF) in promoting genuine local development, while Plaza will tackle the topics of Parliamentary Procedures and Legislative Cycle.
Meanwhile, former Budget Secretary Benjamin Diokno will give Pacquiao a better understanding of the national budget process.
Other lecturers lined up to coach Pacquiao on the basics of the legislature are Dr. Gloria Mercado, dean of the DAP-GSPDM and senior adviser of the National Security Council; and Atenean professors Dr. Josie Banaglorioso and Gabby Lopez.
Dean Mercado was impressed with Pacquiao’s focus.
“Napakabigat ng discussions... we were kind of surprised with the kind of questions he was actually asking us. So, ibig sabihin, even before he came over, meron na siyang mga binasa,” she said.
