COTABATO CITY - An improvised explosive device (IED) exploded in Barangay Sibsib, Tulunan, North Cotabato Tuesday noon, police said.

Tulunan police chief Sr. Insp. Ronnie Cordero said the IED was made from an 81-millimeter mortar. It was placed in a plastic container, with a cellphone as the triggering device.

The IED exploded just outside the house of a certain John Caniban.

Authorities said it is fortunate that no one was in the area when the blast occurred.

Initial investigation showed that a boy left the IED. The boy then immediately rode a motorcycle waiting near the area of the explosion.

The Explosive and Ordnance Disposal Team recovered from the scene the ruptured cellphone, 81-millimeter mortar shell, 9-volt battery and connector, wires, packaging tape, and plastic container.

Authorities have yet to identify the people behind the explosion.

They believe the blast was meant to create fear among the residents and not to harm anyone.
