Cebu cop faces raps for mauling security guard
MANILA – The deputy regional director of Philippine National Police (PNP)-Region 7 is facing charges of slight physical injuries for allegedly mauling a security guard at the Cebu Port Authority.
The Office of the Ombudsman filed the criminal charge against Sr. Supt. Orlando Domingo Ualat on Tuesday following a complaint filed by Graft Investigation and Prosecution Officer Maricel M. Marcial-Oquendo.
The complaint said Ualat physically abused the guard, Ferlito Ompad, after the latter asked him to pay terminal fees at the port on October 24, 2011.
Ualat allegedly threatened to have Ompad fired and later shoved the terminal fee tickets into the guard’s mouth.
Ualat also confiscated Ompad’s security identification card and license.
When Ompad surfaced at the Regional Office 7-Firearms, Explosives, Security Agencies and Guards Supervision Section to claim his license, he was allegedly punched by Ualat in the stomach, causing him to collapse on a chair and urinate in his pants.
Another security guard, identified only as “SG Maghanoy”, backed up Ompad’s testimony.
In Ualat’s counter-affidavit, he claimed it was Ompad who disrespected him despite introducing himself as a police officer.
Ualat said he had filed an administrative complaint against Ompad, which resulted to Ompad’s seven-day suspension.
However, the Ombudsman still found probable cause to indict Ualat, siding with Ompad's version of the incident.
The seven-day suspension against Ompad was also dismissed.
