Napoles can shed light on pork scam, says ARMM official
COTABATO CITY – Some officials of the Autonomous Region in Muslim Mindanao (ARMM) are thankful that Janet Lim Napoles has finally surrendered to authorities.
Napoles surrendered to President Aquino Wednesday night and was turned over to Interior Secretary Mar Roxas before she was brought to Camp Crame for booking procedure.
ARMM Executive Secretary Atty. Laisa Alamia, a former human rights lawyer, said now that Napoles is in the hands of the authorities, there will be a chance for the people to find out the truth about the alleged pork barrel scam.
“Now that she is in the folds of the law, an impartial investigation can be conducted so once and for all ma-find out ng taongbayan paano ba talaga nagagawa ang whole pork barrel system at paano ginagawa ang corruption whether there is corruption or not…We have seen their pieces of evidence," Alamia said.
ARMM gov’t conducts profiling of NGOs, CSOs
Meantime, the leadership of ARMM Governor Mujiv Hataman is trying its best to live up to its abode policy of transparency and accountability to address and fix the administration woes resulting from massive corruption in the past.
Alamia said this is also in preparation for the transition Bangsamoro for 2015 in which they are setting up the systems.
During a strategic planning in Tagaytay last July, Alamia said one of the clusters organized was governance and anti-corruption cluster which is created to fight corruption.
The ARMM government is also beginning to install systems such as a database to make sure all government fund projects will go through the Office of the Regional Governor to study the project further before this will be downloaded to different agencies.
"We are doing a database making sure that all government, all project fundings will go through the org at mapag-aaralan namin bago bababa sa agency," Alamia said.
They are also required to submit monthly accomplishment reports including financial and physical reports to see how the programs and projects are implemented.
Aside from these, the ARMM government is doing a profiling of all NGOs and CSOs.
But this was done even before the pork barrel scam.
Those that will be found bogus or unreliable will be blacklisted, according to the official.
"Kasi medyo nasisira na reputation NGOs and CSO so we are doing a massive profiling of all NGOs and CSOs na accredited or merong koneksyon sa ibat-ibang ahensya, like DSWD, DepEd including contractors ng DPWH at school building programs ng DepEd," Alamia added.
Alamia stressed that the Hataman administration is serious in stomping out corruption in the regional level down to the local government unit level.
