Napoles cashed in on disasters, whistleblower says
MANILA - Another whistleblower has revealed how businesswoman Janet Lim Napoles allegedly faked several documents to get a share of the multimillion-peso Malampaya funds.
Mayor Vicente Esguerra of Pulilan, Bulacan cannot imagine how his signature ended up on a P10-million project meant for farmers back in 2009.
Esguerra said his signature was clearly forged in the memorandum of agreement between the Department of Agrarian Reform and a non-government organization, as well as in the certificate of project completion.
He said a list containing the names of farmer-beneficiaries is also fake.
"Walang ni isa ang totoo sa mga pangalan ng mga beneficiaries," he said.
Merlina Suñas, the staff of Janet Lim Napoles who handled the Malampaya account, admitted that they took advantage of the situation during Tropical Storm Ondoy and Typhoon Pepeng in 2009.
Suñas said they forged the signatures of Esguerra and 96 other mayors to make it appear the farmers will benefit from the P900-million Malampaya funds, which the DAR allocated for agricultural projects.
"Pineke namin ung mga pirma, iyung iba may specimen na kami. Iyung iba nakuha namin sa internet," she said.
Suñas added that they also made up the NGOs that supposedly received the money.
"Sampung NGO, inimbento lahat namin iyun," she said.
Suñas has submitted an affidavit, and documents and receipts she held have been turned over to the National Bureau of Investigation.
ABS-CBN News tried to get the side of Napoles' camp -- to no avail.
The Malampaya funds are the annual profit the government makes from the Malampaya gas field off Palawan.
Former President Arroyo had issued an executive order during her time that gave her the power to use the fund for her various programs.
