Authorities on Thursday closed Kennon Road in Baguio City due to continuous rains brought on by tropical depression Pepeng, which has been hovering near northern Luzon for the past several days.

An ABS-CBN News report said floods at the City Camp Lagoon has risen due to continuous rains, prompting residents to leave the area.

The report said rescuers used boats to evacuate the rescuers from the area, which has been submerged in nearly one-story deep floodwaters.

Weather bureau PAGASA said Thursday that the storm may make landfall again in Cagayan anytime as it continued to hover near the province.

As of 11 a.m., Pepeng's location was 60 kilometers northeast of Tuguegarao City, with weaker center winds of 55 kilometers per hour.

Signal No. 1 remains hoisted over Batanes Group of Islands, Cagayan, Babuyan Islands, Calayan Islands, Isabela, Ilocos Norte, Ilocos Sur, Apayao, Abra, Kalinga, Ifugao, Mountain Province, Benguet, La Union, Pangasinan, Nueva Viscaya, Quirino and northern Aurora.

Several areas in the northern part of the country remained under floodwaters, particularly Pangasinan.
