MANILA, Philippines - Department of Interior and Local Government (DILG) Secretary Mar Roxas calls the new Bangsamoro region a "game changer", lauding the accomplishment of the GPH-MILF panel in reaching an agreement during peace talks.

Roxas stressed that the Bangsamoro is greatly different from the original memorandum of agreement on ancestral domain (MOA-AD) since "genuine" consultations were held.

He also clarified that the plan will be voted upon in Congress, and will eventually undergo a plebiscite.

"Hindi ito idinikta mula sa central government ngunit dadaan sa Kongreso. Kaya nagkaproblema last time kasi binulaga mga tao noon," he said.
