Arroyo signs law on new CamSur district
MANILA - President Arroyo has signed into law Republic Act 9716 creating a new district in Camarines Sur (CamSur) province in Bicol region.
Several municipalities in the current first and second legislative districts were consolidated to create the new district. These are:
- municipalities of Libmanan, Pamplona, Pasacao and San Fernando in the first legislative district; and,
- municipalities of Gainza and Milaor in the second legislative district.
Signed on October 12, the law--An Act reapportioning the composition of the first and second legislative districts in the province of Camarines Sur and thereby creating a new legislative district from such reapportionment--brings to five the total number of legislative districts in the province.
The law, which was published on Thursday in the Manila Standard Today newspaper, will take effect 15 days after publication.
The law means all the five districts will be entitled to one representative each in the House of Representatives beginning in the 2010 elections.
The proposal to create a new district in Camarines Sur is seen as an accommodation to the president's son, Rep. Dato Arroyo, who currently represents the province’s first district.
The first district's former representative, Budget Secretary Rolando Andaya Jr., hopes to reclaim his legislative post in 2010.
Creating a new district would therefore avoid an election contest between, Andaya, an administration ally, and Arroyo.
Pop'n requirement not met
However, the new district has been opposed because it allegedly fails to meet the population requirement for a new district.
Section 5-3, Article 6 of the Constitution requires a minimum population of 250,000 for a local government unit (LGU) or clusters of LGUs to be declared a congressional district. Each district should be composed of a “contiguous, compact, and adjacent territory.”
The five legislative districts will be composed of the following:
- First District--municipalities of Del Gallego, Ragay, Lupi, Sipocot, and Cabusao;
- Second District--municipalities of Libmanan, Minabalac, Pamplona, Pasacao, San Fernando, Gainza, and Milaor;
- Third District--the current Second Legislative District shall be renamed as the Third Legislative District composed of Naga City and the municipalities of Pili, Ocampo, Camaligan, Canaman, Magarao, Bombon, and Calabanga;
- Fourth District--the current Third Legislative District shall be renamed as the Fourth Legislative District composed of the municipalities of Caramoan, Garchitorena, Goa, Lagonoy, Presentacion, Sangay, San Jose, Tigaon, Tinambac and Siruma;
- Fifth District--the current Fourth Legislative District shall be renamed as the Fifth Legislative District composed of Iriga City and the municipalities of Baao, Balatan, Bato, Buhi, Buha and Nabu.

Kapal nman ng mga mukha ng mga politiko sa bansa natin? well, its true dat 8s not necessary to be in 250,000 2tal population 2 have at least 1 representative but the point is? is this municipalities are yet to be that progressive to have another representative or it is politically manipulated? ang sabi nila pra daw maiwasan or mapagbigyan ang rivalry between Admin ally, Dato Arroyo and Sec Andaya? i am from cam sur and milaor and gainza are not even considered as progressive towns as they're overshadowed by Naga City.

kung hindi ma met ang requirements, walang silbi para ipatuloy pa. kaya since kulang populasyon sa sinasabing gagawing 5th district, wag muna ipasa ang reproductive health bill ni rep lagman sa cam sur. para dumami muna populasyon nila dun. hanep talagang bayan ni juan na to... nakukulangan pa pala sa sangkatutak na mga buwaya sa kongreso at may dinadagdag na! namputsa talaga! puro mga mambabatas, wala namang implementasyon! pilipinas na ata ang may pinakamaraming batas... may nagawa ba? boosiiittt!

What i can say. it's all a part of a big plan of political survival.
namimiligro na si pandak e, alam nya meron resbak once she lost all her powers. Well, wala nang bago sa ating members of congress lalo na ngayun, almost 90% of these elected officials are only pa-cute and after the pork barrels thats why sunod sunuran yan sila kay pandak, ni nawala na ang delikadesa...and to think they are well educated. mabuti pa nga si juan, kahit wala o mababa ang pinag aralan, nakakapag isip pa kung alin ang tama at mali... enough of this bullshit!
tungkol sa mga sira sirang daan, share ko lang itong story.
there's a road linking between davao going to surigao and agusan in mindanao. this road was completely forgotten by our government officials for so long, talagang sirang-sira at mabubuwisit ka pag dumaan ka dun. until just recently, GMA goes to mindanao and unfortunately she had to take her transportation via land for some reasons. and has passed these roads, and very upset because siguro nabugbog yung mga buto dahil sa sobrang lubak. Just imagine how ordinary people passed these roads everyday.
Because of that incident, the local officials got panicked and had to fixed all these roads in just a few months(IMAGINE they can do that).
Its true!
Kayo na lang ho bahalang maghusga kung ano pang nangyayari basta for you sepultura, regarding sa problema mo sa mga sira sira at lubak na daan...magdasal ka na lang na pumunta si GMA sa lugar nyo at hindi makalipad yung kanyang chopper para she had to take via that road then you'll see.
Just imagine how inutile the member of congress who represent that district with all these millions of pork barrel on his/her disposal.

sa 2010, si andaya may plano sa 1st district na hawak ni dato arroyo, kaya naman pala gumawa ng panibago para mag give way si dato at kanya na ang 2nd district. ayos noh? para di masira ang samahan! mga buwisit kayo! Maharlika highway ngang lubak lubak sa distrito nyo, hanggang ngayon dinaranas namin! ano inaatupag nyo sa kongreso? malapit na eleksyon ah, baka naman pwede nyo na magawan ng paraan. di ba nagpapakyut kayo at nagpapasemento ng kalsada pag may eleksyon na? kapal muks!
