MANILA, Philippines - Pampanga Gov. Ed Panlilio fears he is next on the list of anti-administration governors whose proclamations in 2007 will be annulled by the Commission on Elections (Comelec), Isabela Gov. Grace Padaca said Wednesday.

"Kagabi lang mga 11 p.m. nag-usap kami ni Gov. Panlilio. Maaaring sa Biyernes na raw ilabas ang decision laban sa kanya (Last night at 11 p.m. Gov. Panlilio and I talked. He said a decision against him might come out on Friday)," Padaca told ABS-CBN's Umagang Kay Ganda.

Padaca said the priest-turned-politician could not help but anticipate an unfavorable decision from the Comelec because of what it did with the electoral protest filed against her by Benjamin Dy.

The electoral protest against Panlilio was filed by Lilia Pineda, an ally of President Gloria Macapagal Arroyo.

Panlilio and Padaca are members of the Liberal Party, an opposition political party.

Before Padaca, the Comelec also ordered Bulacan Gov. Joselito Mendoza to vacate his office after losing an electoral protest filed by an administration candidate, Roberto Pagdanganan.

In a ruling issued on Tuesday, the Comelec 2nd Division said Dy got 199,435 votes against Padaca's 198,384, or a lead of 1,051 votes.

The 2nd Division ordered Padaca to leave the Office of the Provincial Governor of Isabela and relinquish it to Dy.

Benjamin Dy, also a member of the administration party, is the second member of the entrenched political dynasty that Padaca had defeated. In 2004, Padaca defeated re-electionist Governor Faustino Dy Jr., ending the 3-decade rule of the clan in Isabela.

Dy's camp filed the petition accusing Padaca's camp of massive cheating. He filed a petition for a recount of votes involving 683 ballot boxes from 12 towns.

Advanced information

Padaca said that from the time they saw Dy's petition, they already knew that his camp would not be able to overwhelm her 2007 lead of 17, 007.

She said Dy failed to submit a detailed account of the alleged massive cheating that could have accurately erased the 17,007 lead.

Padaca said that before the 2nd Division issued its ruling on Tuesday, news about Dy's camp winning had been circulating around the province.

"Kaya nga ang dami-dami nila sa Comnelec office kahapon. Parang may advance information na magiging favorable ang decision sa kanila (Maybe that is why there are too many of them at the Comelec office yesterday. It seems they have advance information that the decision would be favorable to them)," she said.

Padaca said the case was previously handled by Leila de Lima before the election lawyer was appointed chairperson of the Commission on Human Rights.

She said De Lima was shocked and felt the Comelec's decision was "unjust."

Padaca said even election lawyer Romulo Macalintal, who is identified with the administration, seemed to have already lost his confidence in the Comelec.

She said De Lima forwarded to her a text message from Macalintal which said: "The decision of the Comelec on Padaca is a big blow to the integrity of the 'Melo Commission.' I don't know how we would still trust the Comelec with this kind of decision in future cases..."

Padaca said the latest decision of the Comelec makes her think that the current leadership of the poll body is not the kind "we can trust in 2010."
