American nabbed for indiscriminate firing
MANILA, Philippines – Authorities will file charges against an American who allegedly fired his gun during an altercation with a neighbor in Laoag City.
Scott Patrick Owen, 38, will be charged with illegal possession of firearms and indiscriminate firing.
Police said Owen got into a fight with his neighbor and indiscriminately fired his gun.
The American voluntarily surrendered his firearm which was registered under the name of his live-in partner.
Owen allegedly served in the US Army and was deployed to Afghanistan before coming to the Philippines.
He said his life became a mess after his Filipina live-in partner left him with their one year old child.
