MANILA, Philippines - The government failed to meet its target of registering 1 million overseas absentee voters (OAV) for the May 2013 elections.

In a statement, the Department of Foreign Affairs (DFA) said the total number of overseas absentee voting registrants hit 988,384, falling short of the 1 million target.

For the 2013 elections, the total number of new OAV registrants reached 398,554. The number of existing registrants stood at 589,830.

However, the DFA said this year's number of new registrants still surpassed all past OAV registration records for 2004 (364,187), 2007 (143,236) and 2010 (235, 950) national elections.

"The traditional trend that a Senatorial Election always garners less OAV registrants compared to a presidential election was erased by the 2013 OAV registration figures which surpassed both 2004 and 2010 presidential elections OAV registration numbers," the DFA said.

The OAV registration period ended on October 31.
