Governing rules of the Joint Session of Congress on Proclamation No. 1959, which proclaimed a state of martial law in Maguindanao. Proclamation No. 1959 was issued by President Arroyo in the wake of the brutal slay of at least 57 individuals, including women and media practitioners, on November 23, 2009.
