MANILA, Philippines - Full text of the petition filed before the Supreme Court by Christian Monsod and Carlos Medina seeking to nullify Proclamation No. 1959 which imposed Martial Law in the province of Maguindanao. Proclamation 1959 was enforced by the Arroyo government in response to the brutal murder of over 60 individuals, including women and journalists, on November 23, 2009 in Ampatuan, Maguindanao province.
