MANILA, Philippines - Manny V. Pangilinan has resumed talks with the Gokongwei group to bid for the P17-billion Mactan-Cebu International Airport project. This came after the government on Friday relaxed the rules on the bidding, thereby allowing airlines and their affiliates to own 33% of the concessionaire.
