Government has rejected Philex Mining's appeal to scrap a P1 billion fine for the leakage that started in August at its main mine in Benguet. Environment Secretary Ramon Paje said Philex cannot resume mining operations until a clean-up is completed, and cannot offset clean up costs against the fine.
