MANILA, Philippines - Punto por Punto host Anthony Taberna discusses the issue of "missing" manholes in Metro Manila, which has been blamed by the Metro Manila Development Authority for the recent floods. The MMDA said the manholes were overlayed with asphalt by DPWH contractors.
