Why Comelec can't impose 'cash ban'
MANILA - Election lawyer Romulo Macalintal believes the Commission on Elections cannot impose a "cash ban" before the May elections because the poll body can only impose election laws, not banking laws.
Speaking to radio dzMM, Macalintal said Comelec cannot just push for a cash ban so close to the May elections. He noted that any Comelec resolution shall be effective 7 days after its publication in two newspapers of general circulation.
He said the Comelec en banc should withdraw its resolution and go after vote-buyers.
