Mga depekto sa paghawak ng hostage crisis, inamin ng PNP
Alamat na kung ituring si dating Major Jimmy Santiago ng Manila Police District sa paghawak sa mga hostage situation.
Ngayong huwes na si Santiago, sa TV na lamang niya napanood ang hostage crisis na naganap nitong Lunes.
Inalaala niya ang mga standard procedure para sa negosasyon at paglusob.
Una, dapat may itinatalagang pulis para kontrolin ang mga usisero at makipag-usap sa media.
Pangalawa, tiyakin na nandoon na ang mga ambulansya.
Paniwala ni Santiago ang pag-alboroto ng kapatid ni Senior Inspector Rolando Mendoza na si Gregorio, ang naging dahilan ng pagwawala ng hostage taker.
Ito ang mga sitwasyon na dapat iwasan.
Urung-sulong din sa paglusob ang Special Weapons and Tactics (SWAT) Team ng Manila Police District (MPD).
Makikitang gumamit lamang ng lubid sa halip na tanikala sa pagbubukas ng pinto ng bus. Binasag ng palakol ang salamin sa pintuan at nabitawan pa ito.
Nang nakapasok na ang isang pulis, nagpaputok ang hostage taker. Atras ang mga pulis.
Ayon kay Santiago, sa operasyon nila noon ay kailangang mabilis ang paglusob dahil siguradong nagpa-panic na ang hostage taker.
Paano nga namang makakapasok ang mga pulis, wala silang gas mask. Ang iba, walang vest o Kevlar helmet. Ang iba, nakamaiksing baril lamang at malinaw din daw na kulang sa pagsasanay ang SWAT Team.
Ito rin ang napuna ni Manila Mayor Alfredo Lim na naging dating hepe ng MPD.
Aminado siyang kulang sa gamit at training ang kanyang mga pulis.
Kahit ang Philippine National Police Command Group, aminadong na-obserbahan nila ang mahinang paghawak ng hostage negotiation.
Napansin din nila ang iba't ibang isyu ng hostage taker na nadagdag ng kaguluhan ng kanyang isip, ang kakulangan sa kakayahan, kagamitan at pagplano ng assault team, ang palpak na pagkontrol sa mga usisero at hindi pagsunod sa panuntunan ng pakipag-ugnayan sa media sa panahon ng hostage situation.
Nilinaw naman ni Mayor Lim ang dahilan kung bakit hindi siya nakialam sa hostage taking.
Maging si Judge Santiag ay sang-ayon na hindi dapat bahagi ng operasyon ang mga politiko sa hostage taking situation. – Henry Omaga-Diaz, Patrol ng Pilipino

Even lay people can tell how poorly the Philippine National Police handled the hostage crisis.

Kawawang mga pulis. Tiyak na ang bibirahin ng imbestigasyon at sisi nyan eh ung mga SWAT team members na dineploy. Pero kasalanan ba nila kung kulang sila sa training? Kulang ang pondo, kulang ang training, maliit ang sweldo. Baka nga nagpa-part time na construction worker pa ung iba jan para lang may maibuhay sa pamilya. Pero ung mga PNP generals, paldo. Remember the euro generals na nahulihan ng 105,000 euros (P6.9M)sa kanilang trip sa Moscow? Sila ang nagpapasasa sa pera pero pag dating sa ganitong sitwasyon ung mga pobreng tauhan nila ang binabagsakan ng sisi.

Should we really expect that our policemen would end the crisis well? We are hoping for big miracle! That's how they respond even in local crimes, very slow, "bara- bara", very incompetent.
Ganito na sila eversince because at the end of the day, they will still be defended that their actions were rightful, GREAT JOB!!!. That's why they never grew up puro porma at pagpapapogi lang ang alam.They would still say TAMA even if the whole world would say now MALING MALI!!!.
What happens to our money allocated mostly to PNP in the past years???
The nation gave them huge budget to improve on, how well did they spend it?

Don't just admit that there has been lapses, you have to learn and be accountable for, hindi niyo na mapapalitan ang mga buhay na nawala dahil sa pagporma at pagpapapogi niyo!!!

I bet the Police Academy Intructors (world-wide) had already made a copy to show to the next batch of recruits of what not to do -- it's a officer's safety issue.
