Thousands of residents were forced to return to evacuation centers after the water level in the Marikina River rose again.
Marikina Mayor Del de Guzman said the water level climbed to 17 meters on Wednesday night.
Over 32,000 people are taking temporary shelter in evacuation centers across the city.
De Guzman said they have advised residents in low-lying areas not to go back to their homes until the weather has improved. -- @ancalerts, ANC, August 22, 2013
