The Anti-Torture Law: a good advance but misses out on non-state torture

The Philippines finally has an Anti-Torture Law, one which legally defines and penalizes torture, as well as provides remedies and redress for its victims. This is definitely a most significant advance for the protection of human rights in the Philippines, the test of course being in the implementation measures, including the deterrence and prevention of torture.
